Necessary. Commonly mistaken for sufficient.

If this goes wrong, am I the one explaining it to the CFO?

The layer vendors never address.

Buyers evaluate bottom to top. Vendors pitch top to bottom. That is the mismatch.
The fix

Give the buyer the right layer at the right time, in order. Never skip ahead.
